Try this:

1. Switch to Time Signature Tool, if you aren't there already.
2. Click the measure to select it
3. Special-click the measure to open the context menu (Windows: right-click; Macintosh: ctrl-click), and choose 6/8.

You may wonder why your problem is suddenly solved thanks to the context menu. If you afterwards double-click the measure, you will see the secret: The "Number of Beats" is 2 and the "Beat Duration" is a dotted quarter.
