It sounds like you are creating the marking as an ossia measure. Instead, try an expression. In the Default Document you can find a shape expression for "swing 8ths".
In my Default Document (Finale 2003) that "swing 8ths" shape expression is located as shape expression # 21.
Duplicate it, and edit the duplicate in the Shape Designer.
To edit the single elements of the shape, first ungroup the shape (see the Shape Designer menu).
