I don't have Finale 2000 installed any more, but I tried in Finale 2001, and everything worked just fine. I entered an area with "flat notes", and changed them to "sharp notes" this way:

Options menu - Enharmonic Spelling - Favor Sharps
Mass Mover Tool. Select the area.
Mass Mover menu - Utilities - Respell Notes

Doesn't this work for you?
