Good question! I tried doing this with Expressions and managed.

Create an Expression called "Tacet" and change the Key Velocity in playback options to 0. Then create another expressions called "Play" and set Key Velocity back to 64.

Make sure you apply it only to the staff that you want affected. Seemed to work for me OK!
