Correction:

Finale can't AUTOMATICALLY analyze the music to create chord symbols.

The Chord menu has an option called One-Staff Analysis. But you have to click each and every chord in the staff in order to get the chord symbols.

The Chord menu also has an option called Two-Staff Analysis. This means that Finale will analyze the chord you click, also taking into account the notes in the next staff down. But you still have to click each and every chord.
