garybrosen,
If you in your post attach a (small) Finale sample document containing the “small v’s”, then the gurus here can examine the document, and find the culprit.

Re: Resized whole note issue
According to your Profile you are using Finale v25. A rest is positioned vertically with its baseline on the scale step. The whole rest is positioned on the scale step “in between” the lines. When it is resized, the whole rest still has its baseline on the scale step. Indeed this looks like an overs...

Re: Stems up in Rhymic notation
In the above picture you have clicked the button {Stem Settings}.
You should not do that.
Instead, next to Alternate Notation, click the button {Settings}.
In the settings for Rhythmic Notation there is a check box saying ‘Stems up’.

You are using Finale v25 - right?
An idea:
Go to Make Music’s web site, log in, and download the installer program for Finale v25.
Run the installer, and install the music fonts.

The culprit is the {chord root} font. Document menu > Document Options > Fonts > Chord > Symbol Click the button {Set Font…}, and choose another font for Symbol. Try e. g. Arial By The Way: What you have done in your attached Finale document, is (Finale-technically speaking) Alternate Bass notation,...

When I launch my own copy of Finale, the Simple Entry Tool always opens by default in Eighth Note, rather than in Quarter Note. I do not know of a way to change the default rhythmic value, sorry. To get a specific rhythmic value I just hit the relevant number key. To get a Double Whole Note, I just ...
