According to your signature you are using Finale 2010. My guess is that you have "Allow Individual Staff Spacing" enabled in that particular staff system. I am working on a document with about 25 pages for a music book with exercises.
While finalizing the book I decided that I need to change the order of the pages for it to make more sense.
