This is what is supposed to happen:
When you click the button "Add an Attachment", the web page disappears for a few seconds, and then you get the same web page again, but this time there is a new pane below.
In the new pane there are two fields:
1) A text field called "Filename".
By clicking the button "Browse..." you get a directory dialog box where you can navigate to the file you wish to attach.
When you have double-clicked the desired file, the directory dialog box will go away, and you will see the "file path" entered in the text field.
2) A field where you can type a "File Comment".
When you are done, you should click a lower button called "Add Attachment" (not the button "Add an Attachment" above!).
If nothing happens when you click the button "Add an Attachment", then your web browser might be the culprit.
What web browser are you using?
What version?
