I don't know about the Finale way, but you can certainly do it the PrintMusic way:
Page Layout>Allow Individual Staff Spacing
Staff Tool> each staff will show two boxes at the left end>click in the lower box and hit DELETE. The staff will go away in that system.

If you make a mistake, deselect Allow Individual Staff Spacing. Everything will reappear, and you can start over.

Save this step for last!

Yes, you can optimize in Allegro.
Even in PrintMusic it's possible to optimize staff systems.

There's an automatic optimization feature in Finale.
It finds all empty staves in the entire score, and removes them.

I don't know, whether Allegro has this automatic optimization feature.
If Allegro doesn't have the automatic feature, you will have to optimize manually.

To optimize manually:

First you need to find the menu command "Allow Individual Staff Spacing".
I don't know where it is in Allegro.
In Finale it's in the Page Layout Tool.

"Allow Individual Staff Spacing" also means "Allow Individual Staff Removing".
When a system has "Allow Individual Staff Spacing" toggled on, you will at the right end of the system see an icon, indicating that "Allow Individual Staff Spacing" is on.

Next, switch to the Staff Tool.
Because "Allow Individual Staff Spacing" is on, you will see that each staff in the system now has, not only the standard staff-handle on the top staff-line, but also an extra staff-handle on the bottom staff-line.
To remove the staff from the system, select the staff's bottom staff-handle, and hit the delete key.
