1. Use layers (see bottom left of Finale window). Finale has 4 layers.
2. This line is available in Finale in the Smart Shape tool palette. And there are some with arrows in the EngraverTextH font.

The curvy line is also available as an articulation (arpeggio, roll) that you can stretch out until it's tall enough.
In my Default Document for Finale 2011 it's articulation #31.
The "roll" articulation has a meta-tool: the letter R key.
