Different time signatures in different staves

I have Finale Printmusic 2014 on my Windows laptop and I am working on a piece that requires one instrument to be in 4/4 and another in 7/8 at the same time. For other versions of Finale many sources say that one should select the Staff Tool and then "Independent Elements," but I just can't find that option in this version of Finale. Is there any to have to different time signatures on two different staves at the same time?
