When two notes are tied, Finale assigns the direction - up or down- of the tie curve. Is there a way to change the direction of the tie itself without changing the direction of the stem for the notes that are being tied?

Quick and dirty: Speedy tool, click on the first note, ctrl-F to flip the tie. There's also a Tie Tool under Special Tools.

That's Cmd-F for Mac users (it is the keyboard shortcut for the "Tie Direction "menu item in the Speedy menu).
And when the change of direction needs to be applied to a whole region or layer (in the utilities menu, first select "show active layer only"), there is another possibilty : change->ties, with several options.
