Finale Version: 2012a

Hi all, I was wondering how can I enter the note above the rest? I tried with multiple layers, but it puts the note at beginning of measure. and not at the place I clicked. What should I do? Thanks.
Here's an attachment of the place in score:

Welcome to the forum!
You can do it with two layers.
Enter the upper notes (= the quarter note) in Layer 1, the lower notes (= the 8th rest and the two 16ths) in Layer 2.
The secret is that you must enter "placeholder rests" at the beginning of the measure.
You can hide these "placeholder rests" with the letter H key.
Is the piece a keyboard piece?
From the attachment I can't tell whether the piece is a keyboard piece.
For keyboard pieces it is sometimes better to use the Speedy Entry Tool feature Voice 1/Voice 2 (instead of using layers).
It is convenient to use V1/V2 when the 2-part region is very short, e. g. only a single beat.
Another advantage is that you can have ties between V1 and V2 of the same layer.
You can have two Voices in each layer.
Voice 1 is the default Voice.
Voice 2 is launched from Voice 1 where needed.
In the example you posted you could enter it all in Layer 1.
First, enter the primary line (= the line with the quarter).
Next, go to the quarter, launch V2, and enter the secondary line (= the 8th rest and the two 16ths).
