Velocity with MIDI TOOL

When I want to change the velocity of one staff I do as follows:
Midi Tool/Set to: 64 appears as default.
I change it for instance to 85 and select OK.
But whta I see once I've changed if I repeat the operaton is that I am still in 64.
I mean I go again Midi Tool/Set to: and 64 appears again, not the new value I wrote, that is 85.
It's necessary to do something else?

You can change the volume of a staff.
You can change the velocity of a note.
I tried to follow your description, and changed the velocity of indiviidual notes.
But I was unable to duplicate your problem.
All the notes retained their velocities as I wrote them.
What, exactly, is the problem you are trying to solve?

Try the ScoreManager.
In the chiclet Instrument List there is a pop up menu called Customize View.
If you select “Mix” in the pop up menu, then the Volume is displayed for each staff.
Double-click a value to change it.

Not easy, Peter,
This is what I see in the only line I can see:
Piano No Staff name Groupe 1 vol. 101 Pan 64 Instruments for Finale Edit Player Bank 1 Channel 1
There should be 2 lines, each for one of the 2 staves of the Piano. Isn't it?

Actually I suspected that you would tell me exactly that.
If you let Finale create the instrument, you will get the piano as one, Grand Staff instrument.
In the column Name, click the triangle to expand the view. Now you can see two extra lines, one line for each staff.
In the column Ch you can see that both staves are on the same channel.
To get different volume on each staff the two staves must be on two different channels.
Change the channel for one of the staves so that they are on different channels.
Now you can change the volume for each staff independently.
