Too Many Rests

Finale keeps adding too many rests in some of the measures, but not all. For example, one if my measures had a single quarter note and seven eith rests in 4/4 time. I erased all of the eighth rests and replaced them with a quarter note rest and a half note rest. However when I left the measure, Finale deleted my quarter and half rests and filled the remaing three beats with seven eighth rests. I have similar problems on two other measures where Finale is adding a sixteenth rest where no rest is needed. What am I doing wrong.

I tried attaching the zipped file but it exceeds 100KB and would not upload. A 100 KB limit is really small by today's file size-standards.
Is there a way I can email the file to you or is there some way to make the file smaller and still retain the required info?
It is a .musx file generated by Finale 2014.

Somehow, those measures have a time signature of 17/16. This doesn’t show up in PM, but when I checked in Finale, there it was. Was this from a scan? That’s the only place I’ve seen this happen. To fix it, right-click on the measure>Time Signature>Edit Time Signature… A dialogue box showing 4/4 should appear. Click OK, and the measure should straighten itself out.

Many thanks to Mike for solving the problem.
The notes were entered into Finale via a scan. Changing the time signature on the measures with too many rests to 4/4 solved the problem.
