NotePad 2012 how to set measures per line

In NotePad 2012 in Windows, I'd like to set the number of measures per line. All info on the internet suggests I select View / PageView, then choose Utilities/Fit Measures. But in the View menu I only see "redraw screen" and the various zoom settings. Is this function not available in NotePad?
