Hello!
Before I post all my "real" questions, I'd like to be able to see the Finale 2008 user manual. When I click on anything in user manual menu, it just brings me to a windows explorer window rather than the user manual interface.
Not off to a good start
(Recently reinstalled on a new Windows 8.1 machine)

In the more up-to-date versions, there is an option in the program options to use the help files offline. I don't know about that far back, but you might have a look.

I does seem to be using the files located on my computer rather than online, it's just that showing them in windows explorer (NOT Internet Explorer) rather than the Finale Help Interface. Not sure if I'm explaining myself correctly.
