Did the update to El Capitan 10.11.5 and now all of my simple note entry input appears one measure to the left; none of the stacking, moving notes, etc, are working at all...is anyone else having the same issue today>

You have already tried “the usual steps”, I suppose?
Just to be sure:
Have you tried trashing your Preferences file?
Tested a brand new user account? *)
Rebooted?
Any germane log message in Console app?
What is Activity Monitor showing?

Problems can be caused by incorrect, conflicting or corrupt user preferences across a range of different frameworks; corrupt user cache files; problem processes that the user is running.
Testing the problem in a brand new user account can identify whether the problem is system-wide (i.e. a direct problem with application code and the OS); or some issue relating to the user account as listed, which can be fixed locally.
