Finale 2012, MAC
I scanned in music, all legal, and it threw in an extraneous 1/4 in one measure. How do I delete it?

Things like this are pretty common, if you used the Lite scanning package in Finale. I would try inserting a new measure, copying the notes into it, and deleting the 1/4 measure. Or, go to the Time Signature dialogue box, and see if you can reset things, there.
That's why I use the full SmartScore program. Errors like that can (generally) be fixed easily, before the XML goes to Finale. As a Finale owner, you can buy SmartScore for half price, about $200. If you plan to do a lot of scanning, I highly recommend it.

With SmartScore Lite, it is often easier to edit after you have opened it in Finale.
I, too, recommend SmartScore X2 Pro. As Mike has mentioned, Finale owners can purchase it for half price whether your version had SS Lite or not (25.x).
Besides the ability to edit, X2 Pro has a much better scanning engine that includes far more expressions, chords and lyrics—and it can import .pdf files directly (something else that Lite cannot do). I rarely have to scan but, when I do, X2 saves me many hours.
What is your time worth?
