articulation selection box is empty

I have finale 2014. When I tried to apply an articulation, I found the selection box to be empty.

Before resorting to that, tell us exactly what you are doing, from which tool.

I'm trying to enter a few up bow and down bow marks.
I selected the articulation tool,
and then clicked on a note to which I wished to apply an up bow marking.
The articulation selection box then appeared, and it was empty.

If you wouldn't mind posting the file, we might be able to see what's happening. Maybe you created a file without Libraries.

I'm sorry so much time has elapsed since I posed my question, but other things were taking my time.

Please find attached an excerpt of the file that is giving me the problem. (I lopped off most content since it isn't relevant to the question.)
Any assistance is appreciated.

This file was created in Finale 2007 and it looks like it was created as a file without Libraries. That's why you don't have any articulations or expressions. You should start with a default file, or use the wizard. Then you will have all the default articulations and expressions. If you need the current file as is, then you can load libraries with expressions and articulations into this file.

I noticed a folder labeled "shapes" which contains four items.
I guess that's where all the smart shapes I need are located.
