I am operating Finale Allegro 98 on Windows. I want to send some music via email. How do I convert my music to a file that can be sent via email?

Yes to .pdf normally.
But, if you want the recipient to hear the file, it used to be possible to have them download and install NotePad. Your file has to have the .mus extension visible nowadays.
No reason that it shouldn't still work, actually. Just now, I opened a couple of files I created in Finale 1998 (and haven't touched since) into NotePad 2012 and it worked. YMMV.
