I am currently working on a march. Traditionally in a march the first time a through a passage it is played mp and the second time through it is played f.
How do I mark it so that Finale plays it back correctly?

Layout and playback are two different beasts.
Layout:
Usually the notation at the beginning of the repeat is
mp - f
Playback:
Use expressions with playback effect only on Pass 1, and only on Pass 2.
I can not be more specific since I do not know, what playback device you are using.
Take a look in the MIDI/Audio menu
Is the menu item {Play Finale Through MIDI} selected?

I know how to create dynamics, but where do I find/create the "hyphen" in Finale ?
Forgive me, but I didn't understand the "pass 1" "pass 2 " stuff at all (I am using standard garritan/aria sounds)

Create a duplicate of the expression, edit it, and via the Playback thumbnail, define a volume using Key Velocity or Controller -> Volume.
Then Apply to the appropriate pass.

Finale is a computer program.
A hyphen is a font character.
But take a look at the attached Finale document.
