When writing for the full orchestra in Finale, is there a way to write a violin/cello/viola/bass solo so that you only hear one of the instrument instead of the section? Sometimes, for dramatic effect, I want to do this but don't know how to have it so that it's played back as a solo.

(One example would be Rimsky-Korsakov's Scheherazade https://youtu.be/p_iPn1GbUUU?t=2632 at 43:52.)

You can change to a Solo Violin on staff that has the string section. There are a couple of ways to do it. One is to use the Change Instrument utility. Another way is to have Layer 2 assigned to the Solo Violin, and use Layer 2 only for the Solo.
