i am having some troubles with a composition. Is it possible in Finale to have rhythmic and melodic notation in the same bar?

Rhythmic Notation is a staff style.
You can select a partial measure, and apply the staff style Rhythmic Notation to the selected, partial measure.

If the question ment "simultaneously", you have to edit (or re-create) the staff style -> Alternate Notation -> Rhythmic Notation, select a Layer (where there will be no music) and check the boxes to show the music in the other layers.
