How can I make a doc. using staff that has no meter? I want to use open note heads in different quantities per system for worksheets and handouts for students.

You must have a meter. However, it doesn’t have to appear in your document.

The best way is to start with somehing that you know is more than you need: 20/4, or something like that. After you have entered your notes, you can either count them and manually change and hide the time signature, or use on of Jari’s plugins to do it automatically.
