What are the rests for?

Please will someone tell me the purpose of the rests in the attached piece of waltz music by Weber (Invitation to the Dance)- it can be played okay without the rests, so why are they there? (I know that this goes back to basics but I am getting old!). Thank you.

It is a matter of voicing.
The quarter note chords on 2 and 3 give the music a “waltz feeling” accompaniment, and they should be played as such (= staccato, in the background).

By The Way:
In the bottom staff the rests are necessary, to show that the quarter dyad on 2 is played while the half note is sounding.

A little OT, but does anyone know what is meant by lusigando in the Weber example? I'd understand lusingando with an ‘n’ added.

I'm guessing it's a typo. The letters were punched individually so things like this must have been common. It's really wonderful to be able to engrave music in the 20th/21st centuries.

The Concise Oxford Dictionary of Music says, "A term that appears sometimes in Debussy's mus. Apparently a mistake for lusingando."
