There is a plug-in to split a measure. Heed the various options. I don't know of an automatic way to join measures, though.

To split a measure:
Selection Tool.
Drag-select across the measure to select the beats before (or after) the “point of split”.
Plug-ins menu > Measures > Split Measure…
NB:
After yo have split the measure, you can adjust the layout:
change barline style, or fit measures into systems.
To merge measures:
Selection Tool.
Select the measures.
Plug-ins menu > Measures > Merge Measures
