Layering?

Hi, I have been looking through the topics and 'layering' always comes up...this may sound stupid, but what is it? Is it seperating voices of a piece that is all jumbled up as one voice? If that is what I think it is, can anyone please if me the steps of how to achieve layering or such said function?
