Layered note alignment in a chord

I've been trying to find the way to align quarter notes in layer one with dotted half on layer two. Hopefully it's something simple that I'm just overlooking. I've just never had this come up before.

Is the the dotted half note chord on beat 1 in the beginning of a measure?
I can't tell from the screen shot.
I would move the Layer 2 dotted half note chord to the right (rather than moving the Layer 1 quarter note chord to the left):
Speedy Entry Tool.
Switch to Layer 2 if you aren't there already.
Hit the number 0 key on the NumPad to exit the Speedy Entry rectangle.
Hold down the correct modifier key, and click the measure.
In the dialog box Edit Frame, navigate to the dotted half note chord.
If the dotted half note chord is at the beginning of the measure, then you are at the dotted half note already.
Enter a number in the field "Position".
In my opinion the layout looks good with a Position of 9.75 Points (or at least 9 Points).

You can also move the half note chord graphically, by mouse dragging.
To do so, hold down Shift, and drag the chord in the Speedy Entry rectangle.
But the positioning via Edit Frame dialog box is preciser.

Why not just click on the note and drag it wherever you want it? Speedy Entry/enter measure/select layer/click on note/drag left or right with mouse.
