Could be
- Clef: treble clef,
- Key Signature: four flats,
- Time Signature: 3/4 time.
Is there a problem?

That's just what ledger lines do on a high second. If you don't like the look of it, you could put the final chord under an octave sign. There is a setting for shortening ledger lines, but it is project-wide and would effect all the ledger lines.

It is a bit time consuming, but it can be done.
In the Shape Designer, enter the natural, and add a rectangle.
Select the rectangle (via the Shape Designer’s sub-tool Selection Tool), give it zero Line Thickness, fill it with White, and Send it to the Back - so that it is behind the natural.
The rectangle will “mask” the ledger lines.

Peter's example looks great and undoubtably would have been the way an excellent plate engraver would have handled it. By the way, Dorico is able to "tuck" (move closer) accidentals in various ways, eliminating some of these problems.

Not that it matters, since everybody seems to be happy with the solution ... but just out of curiosity and for my own enlightenment: why is this better than using the Accidental Mover Tool and the Note Position Tool? And if you do this last, with Automatic Music Spacing turned off, it won't be affected when you do the final spacing or layout.

The accidental could be moved, but gets obscured by ledger lines. The notehead position tool (I assumed you meant that, since the note position tool moves all noteheads) doesn't do the trick, one could move the note head shortening the ledger lines, but collision is unavoidable.

I don't get a collision with the Finale defaults (first picture below), but mmike is right that you can move the notes to the right with the note position tool and the natural to the left with the accidental mover, which I've done in the second picture. This seems the easiest.
Exactly. That's what I did (and indeed with the note position tool, not the notehead position tool).
