Is there a way to make a time signature in Finale 2012 that has the number on top and the NOTE on the bottom? For example, instead of 2/4, 2/quarter note?

Document Options -> Time Signature :
For the lower symbol (score and parts if you wish), enter a vertical value which is huge, so that the bottom number gets thrown off the page.
Then, create an expression (quarter note) in a category which concerns all staves, and place it under the top number.

You could even create a new expression category specifically for the "time signature note symbol".

And you could set up the category with positioning parameters that will automatically position the (note symbol) expression precisely in the bottom of the time signature.
