I'm trying to distribute the systems in my parts so that each movement of the work starts at the top of a new page (the smart page turns plugin is of no use here). This means that at times I only have 5 or 6 systems on a page. Rather than have them evenly spaced, I would like them in the upper part of the page, but when I move the last one of these systems, the systems of the following page move across to fill up the rest of the page. System locks don't seem to help.
How can I have position systems on a page without having them evenly spaced, and without systems from the following page moving across?

It sounds like you do not know Finale's option "Page Break":
Page Layout Tool.
Click a system to select it.
Page Layout menu > Insert Page Break
Now the selected system is forced to, always begin a new page.
Finale will display a special icon in the top left corner of that system, to tell that this system has a page break:

I too am having a page break problem. My scanned music has page breaks. I have tried the steps prescribed to remove. I have clicked in the top system withing page layout. There is a page break icon, but there is no "page break" choice anywhere in the page layout or anywhere for that matter.

Scanned music is an entirely different animal. Many times, invisible artifacts interfere with what you are doing. The first things to try would be to copy the music into a new score, or export as music XML, and reimport it. You may lose some things, but in the long run, it might be faster.
