How can I place brackets around a time signature? I have read elsewhere on this forum that brackets can be inserted as measure expressions, but what size should they be? Are brackets contained in the Maestro font? Is it possible to move a time signature slightly to the right to allow room for the left bracket? (the time signature I need to place in brackets occurs in the middle of a movement, so there is very little space between the signature and the left bar-line).

I suppose that you mean something like this, right?

I have used a text font - Palatino 36 - for the brackets.

Just before the time signature I used an empty measure with Invisible right barline, to allow room for the left bracket.

If you take a look at the attached Finale 2012 document, you can see how it is done.

Just one question. I have a note in the bar before the bracketed time signature that is tied to a note in the bar with the time signature. Now that I have managed to place brackets around the time signature, the tie is broken; it is attached to the first note, but doesn't connect with the second note. Is there a way of fixing this?

In that case I would try a different solution:

Do not insert an empty measure before the time signature.

Instead, hide the real time signature (Measure Attributes), and add extra space at the beginning of the measure (Measure Attributes).
Use the Expression Tool to insert a false time signature.

See the attached document.
