Creating an Independent Staff

I am arranging a piece by Benjamin Britten for wind band. In the last movement, the English horn solo plays independently and out of time from the rest of the ensemble. I have figured out how to alter the time signatures for that line, but is there a way to move the barlines of just the English horn part so everything lines up the way Britten intended?

In order to give you the best possible help we need a little more info from you:
1) Are you using the “full Finale”, or one of its smaller siblings (PrintMusic, SongWriter, NotePad)?
2) What version year? - 2014? - 2012? - 2011? - 2010? - … ?
3) I do not know the Britten piece you are talking about, but take a look at the attached file.
Do you mean something like this?

I suppose that you are talking about the 5th movement, “Lord Melbourne”, right?
I have heard it, but I have never seen the score.
Take a look at the attached Finale 2005 document.
It explains in detail how you can create a layout with a truly independent staff.
As you can see, it is possible, but it requires a lot of work.
If the “independent” staff is not truly independent, but rather playing in a precise tempo relationship with the other staves, then the task is easier, since you can achieve the layout by making each system one (big) measure (no need for overlapping systems).

Thanks so much for the file. When I opened it, though, the lines are no longer in one system. They are spread over three separate systems, so it looks different than the pdf you posted. Can you repost the Staggered Barlines file so it shows the staves all in one system?

I attach a screen shot of the first step, and a document with “the staves all in one system”.
You might want to try the superimposing yourself.
As you can see from the screen shot, the superimposing is done with the dialog box Edit System Margins.
