I have a Finale file which consists of pages 12-19. The first page is numbered 12, and this is correct. How would I make the next page to not show a page number, and then the following page to show as page 2? (In case this is not possible, how would I make the next page show as page 1, and the following page as page 2?)

I am not sure I understand.
Take a look at the attached Finale 2011 document.
I have inserted page numbers at the bottom of the pages.
Is this what you mean?
The first text block with page numbers was entered on Page 1, set to display on the pages 1–8, with a Page Offset of +11 (so that Page 1 displays a page number of 12, Page 2 displays a page number of 13, &c.).
The next text block with page numbers was entered on Page 10, set to display on the pages 10-0, with a Page Offset of -8 (so that Page 10 displays a page number of 2, Page 11 displays a page number of 3, &c.).
Take a look at the attached Finale 2011 document.

What you did is correct, but I'm not understanding how you did it. On my new attached file "test2", There are four pages, 1-4. I clicked on the handle for page 3, went to "edit page offset", typed in -2, and succeeded in getting page 3 to appear as page 1. But then the original pages 1 and 2 now appear as -1 and 0 respectively. I'm just not understanding the procedure.

Page 1 numbered as ‘1’
Page 2 numbered as ‘2’
Page 3 numbered as ‘1’
Page 4 numbered as ‘2’

You need two different text blocks for that.
Similar to Measure Number Regions we might talk about “Page Number Regions”.
The first text block displays the first “Page Number Region”.
It is set up to, only display on Page 1 and Page 2.
This text block has a Page Offset of zero:
The second text block displays the second “Page Number Region”.
It is set up to, only display on Page 2 and onwards.
This text block has a Page Offset of -2:
Page 1 numbered as ‘1’
Page 2 numbered as ‘2’
Page 3 numbered as ‘1’
Page 4 numbered as ‘2’
