How to hide rest or move it

So, I am now putting my next piece from hand-written to Finale. In my piano part, there is a measure where I have a whole note entering on beat 1 and a dotted half on beat 2. I was able to put them in using layers (and changing the stem of the dotted half), but am I supposed to leave the quarter rest in there? If so, how do I move it above the whole note? Thanks

unfortunately, it's not budging. I tried to click, double click, click and hold . . . all of the combinations. It won't move.

I would use the Simple Entry Tool to move the rest.
NB: You must be in the correct layer (= the layer with the rest).
From the Simple Entry Tool, hold down the correct modifier key (= Ctrl or Alt, I am not sure), and click the rest. *)
The rest gets highlighted, and now you can move it up/down with the arrow keys.
*) You can also get there from the Selection Tool.
Just double-click the rest, and the Selection Tool will take you to the Simple Entry Tool, and the correct layer, with the rest highlighted.

The rest’s vertical position (in your attached image) is acceptable, but to be fully correct the rest should be positioned one scale step higher.
