Is it possible to get displayed the staff distances, not only when dragging?

Yes, on a system by system basis. Staff Usage in the Staff Tool menu.

I see, it is not possible to be displayed as it is when stves are dragging.

If you have TG tools pro, you can see that (and alter) in the staff list manager.
