Are you using Finale's built-in PDF export function? Many users have found that this does not work very well, and use a 3rd-party PDF creator instead. There are several available which are free and easy to install and use. I use CutePDF, for example, and I've never experienced the problem you describe.

I am not sure whether it is any better, but you could also try the Graphics Tool:

Graphics menu > Export Pages…

In the dialog box Export Pages you can choose PDF.

If a different PDF generator doesn't fix it, you might want to try updating your Engraver Text fonts, which have been plagued with problems. MM have recently produced OTF versions, which may fix a variety of issues. (They say it's for Mac problems, but OTF fonts are cross-platform.)

I'm sorry, you're outside my area of expertise and experience with that one; never had that problem.
If I had to guess however, I'd say it was a driver problem, nothing to do with Finale as such. But you shouldn't take my word for it.

Nothing to do with the topic, but I got the failure to initialize default printer for the first time the other day when printing from Finale. Odd that I see the same pop-up here in the posted picture. Now I know I'm not nuts. Restarting Finale seemed to have cured it.

As far as the file, I suppose if we examined the file and tested printing to pdf for ourselves, we might be able to troubleshoot.

Don't know if this has anything to do with it, but when I go the Print dialogue on my setup, CutePDF isn't described as a "system printer". I have to change from the default printer to CutePDF using the "Setup..." box, then it displays as "CutePDF Writer on CPW2" (whatever that means).

Also nothing to do with the topic, but on two occasions recently I've had problems with my default printer (a Brother 2270DW), and have had to uninstall the printer and reinstall the whole driver package from scratch to get it to work. On both occasions it was immediately after a Win10 update ...

I'm not sure there are figured bass characters in a font, but I'm not an expert. You may have to build them out of smaller pieces. Please look up "Figured Bass" in the manual.

If I Recall Correctly, the font is called Finale Numerics - not Finale Figured Bass.

However, instead of using the Lyrics Tool, you can also use the Chord Tool.
Finale comes with a ready made chord suffix library for figured bass.

The Finale Numerics font was added in Finale 2012.

… which means that silal can get the Finale Numerics font for free by downloading and installing Finale NotePad 2012.
My guess is that the Finale Numerics font will work with Finale 2009 without any problems.

NotePad only has the Maestro font. You can, however, download the Finale demo, amd get the font that way.
