I did:
Page Layout menu/Space systems evenly/ Place 2 systems on each page
But I don't know how reduce the distance between systems

in its entirety, but basically you want "edit system margins" where you can specify the distance between systems. Since your top margin is so large, a distance of 0 will probably be OK (you can change margins there, too).

By the way I edited the name of the Subject, as it's 2 SYSTEMS (and not 2 Staves) PER PAGE

Now it's ok. This is the route:
1. Page Layout menu
2. Page Layout > Systems > Edit Margins
3. Check Distance between systems: 0 (in my case)
System 1 Thru: All
4. Apply
