Goofy un-dotting when copying.

Can someone remind me how to avoid the following (I copied the highlighted music by dragging it to the right)? I have checked "allow dotted rests in simple meters" in the quantization settings, but that didn't help.
It's not clear from the picture, but it's 4/4; I tried copying the latter half of one measure to the first half of the next.

What can be confusing, is that this quantization setting affects both dotted notes and dotted rests.
Perhaps the wording in Finale should have been
“Allow Dotted Values in …”

Can't do that, because "autofill with rests" would then insert dotted rests (e.g. dotted quarter rests in 6/8), which I don't want. I really like "autofill with rests," and don't do this sort of copy very often, so I'll just live with it.
