2014d (not 2014c) is known to be incompatible with MacOs 10.12.4 (exactly the symptoms you describe). Are you sure you have 2014c, not d ?
The problem of 2014d disappeared under 10.12.5, the latest MacOs Sierra update. Try to update to 10.12.5.

Log into your user account, download 2014 (the download will not say 2014.5 but only the latest version is available) and run both the installers in the download —the second installs Aria/GIFF and sets the correct path.
2014.5 will not overwrite the 2014c install. The two icons look nearly identical in your Applications folder so double-check in About Finale to verify the one you are using.
You will not be able to resize the Finale Toolbars in Sierra—tool icons will disappear if you try. The only fix for this is the paid upgrade to Finale 25.
