what is the most efficient way to create laissez vibrer ties (see screenshot if unclear)

You've used slurs there, but ties are possible, too. You can lengthen them with the tie tool if you want (those below haven't been lengthened).

True, ties work well in the instance we both had, but I made those, quite unesthetical, observations:

The engraver font has noteheads with l.v. slurs.

But wouldn't it be just as easy to mark l.v. and put a smart shape bracket to define the length? Of course, if you're engraving for someone who wants something specific, you gotta do what you gotta do.

In the font EngraverFontExtras there are notehead characters with l. v. ties.
There are even noteheads for both {notehead around staff-line} and for {notehead in space between two staff-lines}.

You can change the noteheads with the Special Tools Tool, or you can add the noteheads as articulations.

In my opinion, l.v. indications are generally not needed for harp because the most common, natural way of playing the instrument is to let all tones ring. If you want to make sure, you could put a note at the beginning of the piece "Let all notes ring". Getting rid of the extraneous notation makes for a cleaner part.

Dampening notes - yes, you need to be very clear how and where dampening occurs.

The ties can be lengthened with the tie tool, as I say. In this particular case, things would look better with the beam in the middle.
