I do not have a problem with tempo changes but one piece of music that I have just scored will not respond to the tempo change when I reset it in the playback panel???? It is annoying me.

First thing to check : make you sure you don't have an expression defining a tempo somewhere, because it has priority over the Playback Controls.

Also, check that the document does not contain any MIDI Data {tempo changes}, because MIDI data has priority over expressions.

In Other Words:
MIDI Data tempo changes are at the “top” of the tempo hierarchy.

You can clear MIDI Data tempo changes from the document, via
Edit menu > Clear Selected Items…
