I can't figure out how to get all the broken beams in the attached example to be the same length. So far I've played with the general beam setting and the broken beam advanced tool. Thanks for any help.

It's because you've got the document option "extend secondary beams over rests" selected, I'm guessing because you want the sixteenth beams to go all the way. I'm afraid this is a deficiency of Finale. We recently discussed this in this thread:

It's interesting to me that the notation (as I see it) is not entirely consistent. During the first 2 beats, there are no rests. This looks like notation you might find in a Baroque piece. Suddenly, on the 3rd beat, the more approprate dotted sixteenth/32nd changes to a 16th/32nd rest/32nd.
I thought I'd point this out even though I might be dead wrong in assuming something is amiss. Cleaning out those rests brings the added benefit of solving your beaming problem.

Thanks to all for the help. I didn't write this, I'm making parts from a score. My inclination is to go simple and use N.Grossingink's solution and leave out the rests and indicate shortness with articlulation (dots). The effect of playing it will be the same.
