My composer friend sent me a composition in Finale and she wants it printed to PDF. The sheet size is legal but when I print to pdf the bottom measures are cut off. I've tried everything I can think of to correct this but I can't find a solution. Can anyone help with this?

You need to set the size to legal both in Finale paper size, and in the "printer" page setup.

That's the first thing I tried. When I open the PDF file it still shows the bottom staff cut off but I'm going to try printing one to see if prints correctly. I was able to change the paper size to letter and it looks ok in PDF.

I played around with Page layout and set the top position from 0 to 5 cm. and it worked. Thanks.
