Windows 7 Finale 2014.5

Creating a PV score from a an orchestral score, removing staves, and now there's a default massive amount of space of the top staff, and I can't find where or how to remove it.

You have a couple of options. Staff tool, respace staves, there's a setting for the top system margin. Or you can reset the top system margins in the Page Layout tool.

Select all in the Staff Tool and then set the top staff position to 0. Then, use the Page layout tool to set the system margins the way you want them. That is a much easier way to get the spacing between systems under control.

FYI, you might have saved yourself some trouble by creating a PV score within the original file by creating a Part and having the needed instruments in that Part. You could call the part PV Score, or something like that. I do this all the time. Once you format the part, you can print right from there. No need to do it the way I think you did it (deleting staves).

The second suggestion doesn't really work in this file as the top System margin respects the top Staff margin, which is quite large.

That's really counter-intuitive. What's the thinking behind that kink, do you suppose? Redefine pages after setting reasonable values doesn't seem to work, either.

Whenever I remove staves, I always use the context menu and specify "Delete Staves and Reposition" (right click on staff handle). This seems to update the staff spacing and margins to "default".

If I understand correctly, you want to utilize the space created up top. Use the Staff Tool to drag Staff handle up. Click once on the handle for one system and double-click to move them all. But I may have misunderstood your situation.
