Stem Direction in Different Layers Issue

Is it expected that one can't change the stem direction of one layer without it affecting other layers unless those other layers are hidden? That is currently the case for me.

Each Layer is independent. You can change the direction of a stem in Layer 1 without changing the stem direction in Layer 2.

Ditto. And in special cases, you can superimpose one stem over another.
1. Select the Stem Direction tool in Special Tools palette (looks like a snowflake). If the palette does not appear, click on "Window" in upper text menu. You'll find it in the drop-down menu.
2. Click in the measure. Handles will appear.
3. Select a layer -> click on upper or lower handle, depending on which direction you want the stem to appear.
