Hello friends.
I have chose Staff tool and select all staves by clicking CTRL + A and do following action:

What ever I changed in the following window, Finale wont to change space between staves.

Please answer me how to change space between staves.

You want to space systems, not staves. Use the Page Layout tool.

Inside Out,

Your screen shot shows a 1-staff layout with multiple systems.

The command Respace Staves is for a multi-staff layout, like e. g. a piano Grand Staff, or a string quartet.

As motet points out, you want to space systems.

To space systems, use the Page Layout Tool, or use the plug-in Space Systems:
Plug-ins menu > Scoring and Arranging > Space Systems…
