I am planning to use Cubase Artist 9.5
Could use some advise on the following:

1)Playback:
I want a full rich orchestra sound.
Will I get the big orchestral sound using the Cubase instruments that come with the software? Or, could I use my GPO4 sounds? Or purchase a symphonic library like Hollywood Orchestra?

2)Working the score:
I am 90% done with my work and will still need to insert some measures. If I put the movements in Cubase first, can I insert 4-8 measures in Cubase later? Or. will I have to bring the work back into Finale for such changes? Or, press to get almost complete in Finale before sending into Cubase?

Advice on these critical steps would be most welcome.

Yes, no problem. Use the ARIA player as your VST instrument.
complete in Finale before sending into Cubase
It's best to finish everything in Finale first, so that you only export the final MIDI file to Cubase in order to create your best playback version there. Going back and forth will be a lot more work.

By the way, as far as I know, you can import XML files only into Cubase Pro (unless this has been changed in version 9.5). You can import MIDI files into Cubase Elements and Artist.

Notion is tightly integrated with Studio One, not Cubase.

If you're seeking something better than GPO4, I'd recommend EastWest Symphony Orchestra rather than Hollywood Orchestra. On sale now at a great price.

Yep.

I was getting the DAWs I don't use confused with the notation apps that I don't use.
