Hi folks, I'm using Finale 2014.5 on a 2015 Macbook running OS 10.10.5.
I'm trying to enter a quarter note triplet at the end of a 4/4 bar, dividing the last quarter into a sixteenth and dotted eighth OR into eighth-note triplets with the last two of the triplet expressed as a quarter note. In other words I need two notes, one shorter and one longer, replacing that third quarter note. I've tried everything I an think of and still Finale insists on adding rests as if it expects and extra 32nd note. I'm at my wit's end, please help!

Just to be clear: are you trying to do one or other of these?

The tool used and steps taken to enter are causing the rests. There is a known bug which MakeMusic has, for years, refused to acknowledge or fix. So, we might need more information as to the tool and steps taken to attempt to get the desired results.

I'm guessing you're using Simple Entry. If you're using the Alt-9 method of defining the tuplet after entering the first note, delete all the rests it generates before entering the other notes, rather than overwriting the rests. I don't think Simple Entry does nested tuplets, though (at least, I couldn't get it to), so for your second case you either need to use Speedy Entry, or else turn off "check for extra notes" and "jump to next measure" in the Simple Entry options, enter all the notes as plain notes, and then use the separate tuplet tool to turn them into tuplets.
Edit: Zuill snuck in. I think said bugs are in Simple Entry, and deleting the rests first seems to get around them.
